Service constraints
Service delivery is dependent on timely customer provision of access to systems, environments, documentation, test data, and credentials. Testing is limited to customer-provided environments and their stability and availability. Automation and pipeline-based execution are subject to the maturity and compatibility of existing CI/CD tooling. Cloud testing is constrained by customer cloud provider permissions, quotas, and account configurations. Open-source tools are used by default; any required licensed tools must be provided or funded by the customer. Delivery timelines are dependent on customer decision-making, defect turnaround, and release schedules.

Support levels
Support is available on working days in England between 08:00 and 18:00, excluding public holidays. First line support operates between 09:00 and 17:00 and provides initial incident logging, triage, and resolution of common service queries. Support requests can be raised via web, telephone, or email. First line support will resolve issues where possible and escalate more complex incidents as required. Second line support operates between 09:00 and 17:00 and is responsible for the investigation and resolution of escalated incidents requiring deeper technical analysis, including performance-related issues, configuration support, and defect investigation. Incidents are prioritised according to business impact and urgency. Critical incidents receive a response within one hour with a call back. Severe incidents receive a response within two hours with a call back. High priority incidents receive a response within 24 hours. Medium priority incidents receive a response within 48 hours. Cosmetic or low-impact issues receive a response within 72 hours. Response times are measured from the point the incident is logged during support hours. To resolve an issue, an appropriately skilled resource is provided at no extra cost.

    Policy Outcome 1: Fair work: That offers fair wages and good working conditions. Help people get a job, stay in work, and progress in their careers, with good employment opportunities across the country. Notes: Where there is a large proportion of labour costs in the contract, commercial teams should consider MAC in Outcome 1 as a priority

    • New apprenticeships on the contract workforce in the relevant area that meet the criteria set out in MAC 1b
    • Providing opportunities for, and measuring and monitoring of, staff workforce conditions over time, including employee engagement, involvement in decision-making and satisfaction and adapting to any changes in the results, with clear processes for acting on issues identified
    • Monitoring of employee engagement rates (by protected characteristic) and, where necessary, the development of actions to ensure all voices are heard across the diversity of the workforce
    • Employment contracts that reflect actual hours worked; steps taken to ensure employees understand their contracts and have the ability to review and adjust them if actual hours regularly exceed contracted hours
    • Activities that support an environment where staff are educated about, and feel empowered to, address their physical wellbeing
    • Activities that support an environment where staff are educated about and feel empowered to report and address bullying and harassment

    • Activities to identify opportunities to open up sub-contracts under the prime contract to a diverse range of businesses, including new businesses, entrepreneurs, start-ups, SMEs, VCSEs and mutuals
    • Activities that demonstrate a collaborative way to work with a diverse range of businesses as part of the supply chain
