This stage focuses on developing or assessing the client’s Smart City ambitions and requirements (depending on what point the programme has reached), and planning to utilise cloud services in the most appropriate ways possible to maximise opportunities for transformation.

Rapid developments in the future mobility marketplace mean that clients planning to adopt cloud services need to avoid getting ‘locked in’ to particular approaches in the longer term. Risks are mitigated by considering the whole lifecycle holistically to ensure the client organisation remains agile in the future. The service includes planning for initial trials and their evaluation; dissemination of learning and managing full scale deployments.
