- HIE allows clinicians to access the shared care record through three main methods: integration within their native system workflow, a web-based portal, or a mobile app for authenticated users. The mobile app is optimised for touch interaction and smaller screens. Regardless of how they access it, clinicians use the HIE viewer to see a consolidated patient record containing both structured and unstructured data. The HIE contract prescribes SLAs and a structured Service Credit regime. Service incidents are categorised into four priorities:
Priority 1 (critical; system not working) has a resolution time target of 2 hours;
Priority 2 (high; significant data/function loss) 6 hours;
Priority 3 (medium; non-critical issues) 3 working days;
Priority 4 (low; minor issues/questions) 6 working days.
For Priority 1 and 2, the Operating Service Level is 100% with service level thresholds of 1 and 2 incidents per Service Period, respectively. When thresholds are breached, the Provider owes a Service Credit of 5% of the monthly Recurring Charges per breach, with a cap of 2 credits per period, limiting maximum credits within a Service Period to 10%. Credits also apply for failing to achieve agreed Performance Improvement Plan (PIP) deadlines, valued at 5% per undelivered PIP, subject to the same 10% monthly credit cap. Availability must meet or exceed 99.5% per month; falling to 98.0-99.49% results in a 2% credit, to 97.0-97.99% a 5% credit, to 96.0-96.99% a 7% credit, and below 96.0% a 10% credit, again capped at 10% monthly.

Oracle Health Corporation's Business Resilience programme validates the continued performance of essential technology functions which support internal and external customer functions during any incident, including a situation that might be, or could lead to, a disruption, loss, emergency or crisis. This plan details responsibility, defines recovery planning standards, and outlines implementation requirements of a recovery plan.
Oracle Cloud Infrastructure (OCI) is architected for high resilience with multiple fault domains and availability domains (datacentres). This design enables workloads to withstand hardware failures, power outages, or network disruptions without loss of service. Data is replicated across fault and availability domains, and disaster recovery options are available for critical workloads. Redundant power, cooling, and network connectivity further enhance resilience. Automated failover, backup, and recovery features support business continuity. - Outage reporting
- The Oracle Health IRC is trained to rapidly address major incidents such as system outages, performance issues, and incomplete functionality. In the event of an outage, the IRC acts as situation managers to ensure quick and safe recovery. Regular briefings and updates are provided to the customer until the incident is resolved.
